Most mod weapons use some form of reload animation from another gun (the Modern Firearms pack mostly use in-game combat rifle animations, even on bullpup weapons), and we don't have the resources to make animations that rival Bethesda's in complexity just yet. The models and textures look better, animations are smoother, and above all, the engine uses a lot more resources than Gamebryo. Creation, on the other hand, is newer and built a little different from Gamebryo. We know a lot more about the engine and a lot of the animations in the engine are very simplistic and can be replicated easily (most custom animations are achieved by changing the angle a joint rotates at).

Not only that, but the Gamebryo engine is better researched, older, and can be used to rough out mods quick. As such, there is a lot less to remake (just make the towns/interiors/vaults/encounter space, no need for filler area around locations). The difference is that the F1 remaster (to my knowledge) was using a world map screen a la the original Fallout, in which you travel from landmark to landmark and can be stopped by random encounters.
